SLP Duplication didn't start after backup exchange 2013 with GRT

I got ploblem with Exchange backup, My exchange is in VM I can back it up to disk and able to see all DB in exch using BAR .but when I try to duplicate it to tape (new SLP policy disk->tape) it worked only backup to disk Can not duplicate to tape with error “191”

 

I already checked tape media everything work fine no freeze ,able to backup and SLP using another policy , can anyone help
