Volume Resolution Error for System State (156)

This error points to a MS Technote  ( http://support.microsoft.com/kb/980794 )  In it you are asked to create or edit a registry key HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SystemWriter\  and then add the ExcludedBinaryPaths.   My question is, does this mean to exclude all of the VSS systewm writers  (ie.. from the command "vssadmin list writers" ) ?
